There are various key determinants of quality healthcare in a given country or a state. Maternal healthcare is one of these key determinants that help to establish the safety, quality and efficiency of a healthcare and a healthcare system. The US being among the top most developed nations of the world is expected to have the best healthcare and healthcare system. In the concept of maternal mortality and morbidity, it is expected to have the lowest. The case is however not so as statistics indicate that the US experiences relatively high maternal mortality and morbidity rates as compared to its standards healthcare wise. The aim of this paper is to look at the recently proposed bill concerning the reduction of the current trends of high maternal mortality and morbidity rates in the US.

Health-related Bill Name Recognizing the maternal health crisis in the United States and the importance of reducing mortality and morbidity among all women, and honoring mothers.

Description The United States is among the developed countries where high rate of maternal mortality and morbidity continue to be experienced. Further statistics from the bill indicate that high mortality and morbidity risks are much experienced among women from minority groups as compared to Native Americans (Carty et al., 2022). The women from these minority groups have also been found to be receiving mistreatments that degrade their autonomy and self-identity during maternal care. As such the Recognizing the maternal health crisis in the United States and the importance of reducing mortality and morbidity among all women, and honoring mothers act was proposed in the year 2021 for further implementation to reduce these problems. To accomplish its objectives, the act shall in various activities including awareness creation to the public concerning maternal morbidity and mortality and the existing disparities in the related maternal health outcomes. The bill also aims at encouraging all the involved stakeholders such as federal and state governments as well as healthcare organizations to take all possible interventions towards minimizing adverse maternal outcomes (Congress.gov, 2021).

Legislative Intent The main legislative intent of this bill is recognition of the maternal mortality and morbidity issue’s seriousness in US. The other intent is awareness creation to the public and stakeholders on the importance of preventing maternal mortality and morbidity (Carty et al., 2022). It also seeks to facilitate elimination of maternal mortality and morbidity disparities in their respective outcomes (Carty et al., 2022). Finally, it has an intent of ensuring mothers are treated in a respectful way during maternal care.
Proponents/ Opponents Proponents: Various house representatives in support of the bill include Abigail Davis, Underwood Lauren, Adams Alma, Wexton Jennifer and Kelly Robin.

Target Population The pregnant women as well as mothers from the minority populations are the primary beneficiaries of this bill. Further secondary beneficiaries include healthcare providers, community members and policy makers.

General Notes/Comments

 

 

The H.Res.539 is a vital bill and would greatly impact the US population in a great way after its implementation. The need for its implementation is the high rates of maternal mortality and morbidity experienced in the US despite being the most developed healthcare wise. Therefore, the implementation of this bill would also help to serve pregnant women and mothers from minority populations.

 

Part 2

Maternal morbidity and mortality has for a long time been an issue affecting the US healthcare system despite being among the top most developed countries in terms of healthcare. According to research, about 60%of maternal mortality occurring in US are preventable (Milstead & Short, 2019). Furthermore, pregnant women from minority populations such as American Indians and Africa Americans who die from pregnancy complications are three times compared to pregnant women who annually die of the same from the American native populations (Congress.gov, 2021). These women from these minority populations also receive different forms of mistreatments as compared to those from American native populations. The bill should therefore be implemented in the US to help curb these issues. The bill should also be implemented as it will increase the outcomes of maternal health as well as increasing the care quality that pregnant women and mothers receive during maternal care (Milstead & Short, 2019). The implementation will help America to be ranked as one of the top countries recording the lowest maternal mortality and morbidity rates. In matters pertaining addressing the opposition, I will communicate to them about the severity of maternal mortality and morbidity in future. I will also inform them of the socioeconomic implications that would occur as result of high maternal mortality and morbidity. For instance, I would inform them of the economic burden caused by this healthcare issue to both the country and families.

In a recap healthcare bills are essential aspects of a healthcare system as they help to advocate for various healthcare stressors that affect specified populations in a country. As such, recognizing the maternal health crisis in the United States and the importance of reducing mortality and morbidity among all women, and honoring mothers act is a bill that was proposed with an aim of reducing maternal mortality and morbidity especially to the minority populations. The implementation of this bill would therefore be crucial towards ensuring that all possible interventions are put in place to minimize the maternal mortality and morbidity rates.
